How old are Glenn and Annie?

Boy, do I get asked this a lot. I don't like thinking of this animation in literal terms... as in, this doesn't take place anywhere specific or involve people of specific age groups or anything. If I HAD to pin an age to them, I'd say they're in their late teens to early 20's. Their child-like appearance is an allusion to their artistic ability, which isn't very developed yet.

...why are people this old using crayons? Are they retarded or something?

No, you don't have to be a little kid to use crayons. Although I can understand where the misconception comes from, they do look young-ish in that cute style and due to the shortness.

Where are they? Is this a mental institution?

Again, no, nothing of the sort. They're in an art class. They're sort of in a working period, so the teacher is elsewhere.

Aren't the names on the box of chocolates Annie gives Glenn backwards? Shouldn't it be 'To Glenn From Annie'?

No, Annie is trying to trick Glenn into giving her items of affection. Thus, the labels are backwards.
